I've had reports that PSPP (the version in CVS) will compile
under Cygwin. I don't have a precompiled version of PSPP for
Windows.

Indeed it did (and still should) compile and run under Cygwin. If it
doesn't then it's a bug (IMHO) and should be reported as such.
