About "Resource String Cleanup"

Subject: About "Resource String Cleanup"

At the beginning of TODO-file, there is something
about resource string cleanup. I tried that for map
digger-tutorial2-grumbel.pingus, but I couldn't detect
any visual changes, except in the text output of the
program. 

Question is: Should this be done for the map files
like digger-tutorial... or some other resource files?
And shoud it be done already, or should we first do
some code fixes before that?

I don't know what the plan was, but by following those
instructions, these kind of lines would appear:

  <surface>
    <name>entrances/entrances/snow_front</name>
    <modifier>ROT0</modifier>
  </surface>

And this doesn't make sence to me, because there is no
entrances folder inside the entrances folder, but I
don't know if there has been some logic behind that
idea. This would make sence:

<name>entrances/snow_front</name>

But doesn't make the image show either. So could
someone explain what is the idea behind the resource
cleanup, for what files it should be done, and what
the results should look like?
