New Installation instruction for windows

Hi folks,

I have taken half an hour and started working on a new INSTALL.Win32, which
is up to date. Please have a look at and comment it. The ending is still
missing (did not yet compile Pingus to the end), but the rest is hopefully
correct. 
There is also a little translation work to do (3 words :-) and probably my
english won't be the best either. But I thougt for people who want to try
it, it's a good starting point.
