Hi all,

This is a status report on what is happening with the project in
relating to the restructure.

Copyright Assignment
After some discussion with some GNU people we have realised a slight
problem with project contributors who live in the EU assigning to the
Free Software Foundation, based in Boston MA USA (FSF Inc).  I will be
discussing this matter with the FSF Inc, it may be the case that EU
based contributors assign copyright to the FSF Europe (FSF.eu).  The
main issue in this matter is in relation to follow up of breaches in the
EU.  As the FSF Inc agreement is made under US law, it may be difficult
(logistically or legally) for the FSF Inc to take action in a purely EU
based dispute, so it may be in the project's best interests for EU based
contributors to assign to the FSF.eu.  So for the time being can all EU
based contributor please sit tight.  If you have already sent the form
in, thanks a lot.

For those contributors who have alredy assigned to Dan, I have been
advised by the FEF Inc, that we still need you to complete an assignment
form to the FSF.  The FSF Inc have advised that this removes any
uncertainty in relation to the previous assignments.

Server Move
Dan and myself are actively involved in discussions with the FSF Inc in
relation to the server move.  We now have found a box that is likely to
meet our needs.  Now it is just a matter of resolving the technical
issues in realtion to this move.  Pretty soon we should be on our way to
our new home.  Also if anyone know of a mirror that we could use, please
let me know.  Although our primary home will the FSF, I am hoping to get
a few more release mirrors up and running, to minimize the bandwidth
impacts our move has on the FSF Inc.

Documents
I have updated a couple of wiki docs - to reflect the changes that are
being made to the project.  

All devs who have sent their copyright assignment forms off to the FSF,
can you please change the header files of your code to fit with,
http://phpgroupware.org/devteam/wiki/index.php?page=Standard+Header

I have also renamed DeveloperDocs to reflect the title change to project
contributors (see
http://phpgroupware.org/devteam/wiki/index.php?page=DeveloperDocs). 
This is also resulted in minor amendments to the How to become a
contributor (developer) doc - see
http://phpgroupware.org/devteam/wiki/index.php?page=Project+Contributor+Requirements
for the updates.  The coding standards also link to the new standard
header (see
http://phpgroupware.org/devteam/wiki/index.php?action=save&page=CodingStandards)

I would like to update docs.phpgroupware.org reflect these changes but
do not have access.

Wiki Docs
I propose that all contributions to the wiki be licensed under the GNU
Free Documentation License (see http://www.gnu.org/licenses/fdl.html),
this should be possible to acheive this by a simple line of text on the
edit page and a line in the footer of each page.  I think this is in
keeping with the philisophy of the project.

0.9.16 Release
The next person who asks when it will be out automatically volunteers
for the role of tester.  The 0.9.16RC1 should be out in 1 week of CT
elections being finalized.  These elections will not happen until
copyright assignments are in and the server is moved.
