I know that, but the issue I'm raising is different : how to partition
the todo, wiki, etc between different groups (or meta-groups), so that
people in these groups are much like using different dedicated instances
of phpgroupware ?

For the wiki it is not possible to have different wiki for different groups at the moment. This (ACL support for the wiki) is on my list.

For Todo you need to setup two groups which do not grant each other read access, but do so to all members within the group.
