fixed holiday-management:
- holidays not complying to a (simple) rule like Eastern can now be entered as 
a one-time holiday for a fixed year
- fixed some wrong links and other stuff in the UI
- added a error-msg to accept_holiday on phpgroupware.org if there is already a 
file for the locale
- added download for holiday-files
