Please report problems with the Debian packaging to the Debian BTS, the
reportbug (apt-get install reportbug) tool is very helpful for that.

Anyway, please update to Perlpanel 1:0.9.0-3 (available in Debian
testing and unstable) and use a proper frontend to apt-get (like
aptitude).

All of your problems were either fixed (the hicolor-icon-theme stuff) in
the last upload to Debian sid or wouldn't happen if you'd use a proper
frontend to apt-get (like aptitude). 
The packages that weren't installed are in the Recommends: field because
you don't need them for the default PerlPanel configuration (and some
others that also make sense). Anyway, you need to install
libgnome2-vfs-perl, this should fix the rest of your problems.
