I just uploaded the WIN32 host encoding support.

The host-based definition was placed in `pdf-types.h'. A new
definition (PDF_HOST_WIN32) can be used to set Win32-specific code.
pdf-types.h seems to be the right place to put those definitions,
since it is a file that is included in virtually any source file.
If the implementation work of the text module is finished then would
be a good idea to start the implementation of the time module. Would
you like to write that module?
