Sort of. The carrot points from the current position to the next waypoint only
when you are flying towards the next waypoint. When you are flying in a circle,
it is dist_carrot ahead of you on the circumference of the circle. Fly some
simulations and look at the carrot on the map, it's easier to see than explain.
