Well i am not familiar with LISA but i checked your files and they look 
correct.
One thing to try is to change the polarity from POSITIVE to NEGATIVE 
maybe your encoder outputs a negative ppm wavetrain and to lower the 
sync_min from 5000 to say 3000 just in case.

Since you checked the encoder's output then either the signal does not 
reach the Autopilot (bad wiring?)
or the polarity is wrong or the ppm encoder does not output 8 channels 
as the autopilot expects
by using your radio file (far fetched).
