I am not sure but i think they are in PPRZ units (-9600, +9600).
9600 is servo max (~2000 microseconds) and -9600 is servo min (~1000
microseconds)
and 0 is servo center (1500 microseconds).
Of course it depends on the airframe's file servo section.
