Didn't it work just adding the following like to
your /etc/apt/sources.list file?
deb http://paparazzi.enac.fr/debian etch main
Assuming you've got 'etch' debian distribution, change that to your
distro name. Then in the command line:
apt-get update
apt-get install paparazzi-dev
I suppose you tried this but in case not...
