Nicholas,

the variable is named ir_pitch_neutral (sw/airbrone/infrared.c:142), in 
radians, so

<set var="ir_pitch_neutral" value="ir_pitch_neutral+0.001"/>

and you probably need the corresponding header:

 <header>
...
#include "infrared.h"
</header>

Note that in your example the set instruction is never executed since an 
oval instruction never ends
