I think you should create your forum. However, like the other forum you will find most people like the way things are and prefer the Wiki, IRC and this email list.
I have found that if I need information about Paparazzi I go to the WIki first. If I need a quick answer to something I email this forum (after reviewing the WIki) or the IRC channel. If I have an experience I want to share with the World I post to rcgroups.com or the existing Forum: http://rc-autopilot.de/smf/ or diydrones.com
Adding yet another Forum is too many for me. You're welcome to create it but if I were you I would wait and let the world decide if it's popular or should be an "official" place for Paparazzi news. The world will decide by either joining and contributing or not. I will say in advance I see no reason for me to change the steps I use above for my Paparazzi needs.

Just like pepople are doing on this mailing list over the last two years ?? Antoine is right. It'll be no fun to have to log in your site instead of waiting for the e-mails to come in my mailbox. I do not need this.
