Approach time is the time in seconds that the aircraft will cycle to the next waypoint.  Think of it as distance_to_waypoint/gps_ground_speed.  If you do not put an approaching_time in it will default to your carrot time in your airframe file.  If you put 0 in there the aircraft will completely overfly the waypoint.  The flightplan language is such that it reads from top to bottom.  If you dont but a deroute, it will go to the next block in sequence, if you want a different order, then deroute="block name" is a great way to go.  Its also nice to do some exceptions like you see where if voltage is low, come and land.  There are great examples in the CVS flightplans.
