It sounds to me like the reset pin is being held high, maybe due to a short.  And that is why the code doesnt start when you reboot.  You could check the voltage on the pin with the programmer disconnected.

Nope, cable disconnected and it still doesn't work. I wonder if
something shorted on the board.
