I'd guess that's an issue with your window manager, as I've not seen 
anything like that at all recently (years), here on kde (kwin as window 
manager).

FWIW, I'm running upstream-kde-current kde 4.8.0 currently, and of course 
pan built from git (just tried to pull a few minutes ago, no updates to 
pull), but haven't seen anything like that in the kde4 timeframe, anyway.

While it's not immediately to do with the posting window, it's worth 
noting that kwin has per-window "window rules" (which override kwin's 
normal settings for that window type as well as app overrides, kwin can 
override the app overrides, if necessary), and I do have a configured 
ruleset for pan's main window, setting it to a specific size and 
location, no titlebar, etc.  However, that override rule doesn't apply to 
the posting article window, only the main window, so if pan's posting 
article window was misbehaving, I'd see it, and would probably force it 
to behave using kwin "window rules", just as I have various specific app 
or window rules for about two dozen different (whole) apps (all windows) 
or (specific) windows.

So indeed, that would appear to be a window manager problem, not a pan 
problem.  I'd suggest checking its configuration, and setting an override 
for that window there, if necessary.
