The other part of your question was covered, so I'll tackle this.
GTK2 doesn't allow reassignment by default, but it does if a permission line
is put in the appropriate rc file. Then, you can just point at the item in
question with the mouse, and hit the hotkey you wish to assign. Or, at least
that's the way it's supposed to work. See the list archives for a bit more
explanation if that doesn't work by basically, try editing the pan accels
file directly.
The gtkrc file should be .gtkrc-2.0 in the home dir, or the appropriate
similar file under /usr/share or whatever. The magic
line"gtk-can-change-accels = 1"
