Would this replace the stunnel contraptions?

Also, are there plans to be able to do
PGP/GPG signing / encryption / decryption / etc.?
(possibly for the newsgroup alt.anonymous.messages
  and other such venues)

You don't need stunnel anymore.
GPG signing could be possible, yes. But it's not one of _my_ priorities.
