That's where you submit them. =8^)

Just set severity to "enhancement".

However, it's often useful to post the request to the user list first.  
That way the reaction of the larger user base can be judged and people 
may suggest other implementations or the like.  

Also, on some feature requests, if they are posted to the group, people 
are able to point out that the feature is already there, just hidden a 
bit.  For instance, some servers, including pay servers (so people are 
paying for it and might as well use it), allow up to, say, eight 
connections.  While pan's GUI doesn't (and won't) allow setting more than 
four connections as that's the GNKSA standard, it's possible to set more 
by editing the servers.xml config file directly.  That's an often 
requested feature that's already there, but deliberately hidden to keep 
pan's GNKSA compliance at 100%.

After it has been thrown around the user list a bit, you probably have a 
bit better idea of the chances and how soon it might be implemented.  You 
can then create the bug and for additional information, point it at the 
user list discussion on gmane (list2news and list2web gateway) or 
whatever.  Similarly, you can then post the enhancement request bug URL 
to the list, and often get several others adding their comments saying 
they'd like it as well, which certainly doesn't hurt its chances of 
implementation in a reasonable timeframe. =8^)
