Looks like this guy doesn't want to be found. Non-free it is, then. :(

If his website states that it is public domain, than we can safely consider
it public domain. If the only thing that is missing is to have that info
stated also in the source code itself, then we can modify the source code to
contain that statement. And then if the project is "dead" we can try to find
someone new to take care of it from now on.

The most authorative information source we have on this is SourceForge. I'm not sure if that's good enough. I prefer to be on the safe side and leave it in non-free. If anyone cares they can contact the FSF Licensing Lab about it. This extension hasn't been updated to work with OO.o 3.x, so there's probably not much interest in it and so I'm not going to spend much time on it.
