[oil2xsd] Added enhanced script

Hi!

I added a Perl script `oil2xsd' to run the stylesheet pipeline. It is
already able to apply or not apply some application specific
stylesheets depending on options given. Documentation is available by

        oil2xsd -H

or by the respective pages in the `doc' directory which you may find
in

        http://freesoftware.fsf.org/download/oil2xsd/oil2xsd_1_10.tgz

- - ahm if this is working one time :-( ...

I removed `oil2xsd.sh' because it is not longer needed.

As a next step I'll add parameters for a lot of SmartKom specific
stuff at the moment hard-coded into the style-sheets. I'll do some
minor code changes as well.

At the moment after this I do not see any need to hack `oil2xsd'
further. If someone else sees the need for changes / enhancments or
creates own patches, please contact me.
