[oil2xsd] Very first version available

I made the very first version available. You mad download the CVS tree
from Savannah by the commands

        cvs -d:pserver:address@hidden:/cvsroot/oil2xsd login

        cvs -z3 -d:pserver:address@hidden:/cvsroot/oil2xsd checkout oil2xsd

for further information.

I guess this version will be of little use outside the project it was
developed for in the first place (SmartKom). I'll change that during
the next days and weeks. Also I'll add some documentation.
