After going through the Ideas proposed by Octave and OEP:pkg, I would like to enhance the pkg facility to install octave packages(globally and locally). Even though it is said that the OEP:pkg is incomplete I understood the basic requirement is to enable installing of packages in 2 ways(global and local) and enable user to use other's packages externally. This can be accomplished by maintaining separate databases of the packages in separate folders appropriately.
