Follow-up Comment #10, patch #8988 (project octave):

As a "minimal" content for the Octave Forge style I would suggest

 * Install from the network: `pkg install -forge ...`

 * Load the package before use: `pkg load ...`

 * See (link to some appropriate place) for more information.
