Details:

I'm an Electronic engineering 's student , using octave for signals processing
I've noted that a lot of function of signal package are not implemented . So I
decided to implement it . I begin with proposing the rms function (present but
not yet implemented in signal package ). I tested it , it seems working very
well , so I decided to share it with you ;)
It compute root-main-squared value as well as the homonym matlab function.
