Well in just half an hour I did most of the work below and I've already added
it to svn. It can read and write your example namelist file.
You can see what I made of it in the ./inst subdir here:

Tuning and pimping can be done later (hopefully someone else beats me to it).

I'll leave this discussion open for a while so testers can comment.
