Follow-up Comment #7, patch #7967 (project octave):

I was thinking about the binary files while working on the installation of the
translation files a while ago but left the qm-files in the repo. For
generating these files during the build process, one needs the qt command line
tool "lrelease" from the qt sdk. 
If we decide to remove the files from the repo I could try to upgrade the
Makefile.
