Having a leader that acts as a "benevolent dictator" who can change the
requirements at any time at his/her own will,
and is also responsible of verifying whether the requirements are met, it makes
no real difference.
So I would not really spend to much effort setting up a complex "democratic"
decision making infrastructure when it is only
a matter of superficial appearance.
