Why do you believe so?

Off-list discussions probably can be valuable boosters, but excluding
the dedicated mailing list from discussions and decisions seems no
good practice to me. I'd encourage discussing (and maybe deciding) as
much as possible on the list before OctConf, and each final discussion
before taking a decision should take place on the list.
