It's not that fragile, but you are expected to read the output of
configure which would have told you why it isn't building documentation.
You are seeing exactly the expected behavior if building docs is disabled.

If you grep for WARNING in config.log you should see something telling
you why documentation is disabled. The way it is disabled is by removing
doc from the list of subdirectories that make recurses into, which
appears to be what you have.
