Any IDE that can use the GNU build system (e.g. Emacs) can build Octave.
It is not likely that Octave will ever abandon the GNU build system.
So whatever tool you use, will have to know how to use the GNU build
system. It is a lot of work, more than you might think, to make Octave
use another build system. This is because the GNU build system is
embedded very deeply into Octave, in part because of gnulib.
