Those are made at pretty much random times. It doesn't mean anything special that they have a version number. You might as well be taking random points in the revision history, because that's about all I'm doing when I make the snapshots.
What about having Octave print a big startup message, like it already does, saying exactly that? It would remind users of what they are using every single time they start Octave.
