I know it's quite irrational to say that, but actively aiming to support proprietary software to expand the user range is imho in conflict to the philosophy of the GNU project, since there are free operating systems available that octave runs on. It is not a technical barrier however. But offering binaries or build environments on proprietary platforms clearly is a step against free software as it makes the decision to switch to a free operating system less attractive. The idea of the GPL is to support those who deserve to be supported.
