Hello Benjamin,

I don't think this is intentional. I see this problem as well (on MinGW).

I did a quick check with adding the size_range method [1] to the 
plot_window class in __init_fltk__.cc. After that I could change the 
size of the window. I don't have the time to do some test and commit a 
fix today.
