I really doubt that an automatic packaging tool can do it correctly.
Then again, at the risk of sounding like a Debian snob, rpm packaging
standards always seemed a bit lower to me, so perhaps an automatic
tool will work fine.

Yes, but it's not just Octave itself. For example, Octave-Fqorge is
still being packaged monolithically. QtOctave's packaging is old, and
Dynare isn't packaged at all.
Can you work on those packages?
