Sorry for this mail is not related with what you want.

:From this mail, you have been completed your mingw work.
I feel happy for comming up the mingw binary in the near future.

If you do not mind, please tell us how you will construct mingw packages.
I am also interested in how did you overcome the problem around pkg.m.

I am looking forward to downloading your mingw binary from the octave-forge in 
the near future.
