This is a bug that I have been shown:

* Use Windows 11 as OS
* Install Octave 8.1.0 locally (i.e. do the installation NOT as
administrator), presumably using the official windows exe installer.
* Double click onto the "Octave 8.1. (local) GUI" icon on the desktop to start
Octave
* Result: Octave GUI opens, AND an Octave CLI window also opens alongside. If
you close the Octave CLI window, this will automatically also close the Octave
GUI window. (Calculations inside Octave CLI, as well as inside Octave GUI seem
to work fine.)

I have seen the behavior with my own eyes on someone elses computer, but I
cannot reproduce it because I do not have a PC with Win 11 operating system.

This behavior made a bad first impression on this first time Octave user. I am
not sure if this is already a known strange behavior, but I have not found an
open bug report on Savannah that sounded similar.

Does anyone else see this behavior?
