Follow-up Comment #3, bug #63748 (project octave):

Thank you for checking.

That confirms that we *do* have an issue with Intel graphics on 32-bit.
Neither the hardware drivers nor the Mesa software OpenGL renderer works
correctly.

Just out of interest: Is there a reason you are resorting to the 32-bit
version? Is your OS 32-bit or 64-bit?
