Follow-up Comment #2:

No more feedback in about a week.
Assuming this is the infamous corrupt GUI .ini file, I'm closing this report.

This is somewhat easier for a user to remediate after an update to Octave
7.3.0 for Windows because its uninstaller has the option to purge that config
file.

We can re-open in case more information will be provided.
