That has been changed a while ago for bug #44548 to align Windows with all other platforms. I'm not sure what you mean though. Intended behavior is that packages are installed locally unless Octave is executed with elevated privileges or the user passes the "-global" switch explicitly. Locally installed packages are retained even if Octave is un-installed or re-installed. Octave 6 is end-of-life already and will soon be superseded by Octave 7.
