Follow-up Comment #15, bug #61208 (project octave):

Thanks for testing.

Does it still start if you set OPENBLAS_NUM_THREADS manually before using the
launcher?
In that case, it should just take the environment value and skip checking the
number of physical cores.

Also, does Octave still start if you use the .vbs script in the installation
directory?
