Details:

The compilation of the Fortran files of the optiminterp package ignores the
setting of the environment variable CPPFLAGS.

The patch attached to this bug report fixes the problem. It is being applied
to the Debian package octave-level-set, such that hardening flags like
-D_FORTIFY_SOURCE=2 are used in the compilation. (See
