See: https://wiki.octave.org/Octave_for_Microsoft_Windows#Octave_Packages It looks like you installed the package again as a local package with an older version of Octave. Please, un-install the local version of the package with `pkg uninstall control` (and *don't* install it as a local package again). You'll be able to load that global version of the package with `pkg load control` after you have uninstalled the local version and it should be working correctly.
