Follow-up Comment #14, bug #61246 (project octave):
This does not appear to be an Octave bug per se, rather it is an issue
manifested for certain combinations of hardware, software (OpenBLAS vs.
Reference BLAS), and operating system (seems to be only MS Windows).
Is that a correct statement or has this been fixed either for Octave 6.4 or
Octave 7.0?
