Follow-up Comment #5, bug #60567 (project octave):

It seems to me that only in rare cases should we be limiting visibility of
class methods and functions that are declared in public header files.  So
instead of tagging individual functions in public header files, I think it
would be better to tag the classes (or namespaces) as public in those files.
