Follow-up Comment #1, bug #56128 (project octave):
Mike, I just created a bug report about pkg update ignoring -global and -local
options before i saw this one. see bug #60574. As I mention there I think
it's a common problem that pkg update accepts options but fails to pass any of
them to pkg install after it generates the update list.
it seems maybe they could be combined as a 'pkg update fails to pass options
to pkg install' bug.
