Follow-up Comment #3, bug #60255 (project octave): It might be "tricky" to arrange certain widget layouts. This is something that is not managed by the gui but by the underlying Qt framework (however, some of the gui's configuration might affect the way widget can be arranged). Anyhow: Your desired layout is possible.
