Thanks for your report.
I don't see any difference on Linux and Windows. Are you sure you are running
the same version of Octave on both platforms.
However, I can confirm both bugs.
The first one is easy enough to resolve. So I pushed a change to stable here:

For colorbar, it needs some more thinking. It looks like the complete logic
relies on the axes units being set to "normalized".
It might be possible to set the axes units to "normalized" somewhere close to
the beginning of that function and reset it to the original units before
returning. But I'm not sure if this might cause other issues...
