Follow-up Comment #2, bug #59004 (project octave):

I worked on this a little more today but still did not see a good way to fix
Octave so that it could use catop functions with either const or non-const
first arguments.  So I checked in the following patch file for the
communications package in mxe-octave.  Maybe that change (or something
similar) could be used in the next release of the communications package.
